Licensing ensures that the contractor is properly qualified for the services you are hiring them to do. Contractors must be licensed to do any business over a certain dollar amount for different industries. Different licenses authorize a contractor to provide a variety of residential or commercial services. Contractors may have general licenses that authorize them to do some amounts of work under a certain dollar amount, or trade-specific licenses which require more in-depth knowledge of any particular trade, such as plumbing or electrical work.
It is also important for contractors to be bonded. A bond is a form of insurance that can protect customers from having to pay for unsatisfactory or unfinished service, lost or stolen property, materials, or employees’ pay that was not met by the contractor.
Contractors should also have both liability and workers’ compensation insurance. Liability insurance covers property damage or injuries caused by the contractor’s work. Workers’ compensation protects employees who could be injured on the job.

Check the ROC website to make sure the contractor is in good standing before any official agreements are made
Get everything in writing
Don’t feel pressured to make an agreement
Never pay cash upfront
Only pay a reasonable down payment

Also, legitimate contractors should not behave in any of the following ways:
Solicit services door-to-door
Require cash payments
Require customers to accept leftover or used materials
Require full payments up front
